Board of Directors Meeting

Monday, July 17, 2006, 7:30 p.m.

 

The Board of Directors of Kutztown Area School District met for the regular board meeting on Monday,   July 17, 2006 at 7:30 p.m., in the library of the Senior High School pursuant to due notice to board members and the public.

Call to Order   The meeting was called to order at 7:53 p.m. by President Vymazal.

 

Welcome         President Vymazal welcomed guests and opened the meeting with a moment of silence

                        and Pledge of Allegiance to the flag.  He asked that everyone signs the attendance book and marks their concern next to their name.  He requested that anyone wishing to speak on an agenda item please raise his/her hand to be recognized. The meeting was tape-recorded.

Ratification      Motion made by Patricia Bealer, seconded by Kay Churchman, to ratify for payment the

of General       general account bills in the amount of $439,649.30.

SuperintendentÕs Report

Dr. Winkler thanked the teachers that were present for attending the meeting.

The monthly enrollment summary was given to the board members. Attendance to begin   School Year 06-07 is at 701 students, approximately the same as the end of SY 05-06. The elementary sections shifted somewhat, with 4th grade at KES and GWC having the largest classes.

Mr. Green gave an update on the summer maintenance projects. In the high school: asbestos abatement is almost complete, tile is 70% down, two social studies classrooms are being redone - painting and carpeting, new tables for science rooms and office A/C units. All are underway or complete. He also noted there is a Japanese beetle problem that needs spraying to correct.

Dr. Winkler mentioned the new developments of Hilltop Estates and Lyons Development. The district should decide now where any incoming elementary students are to be enrolled.

                        ECC             No meeting. Reading Eagle published Players of the Year, 11 All Stars are from

                          Pat Bealer     Kutztown, a higher number than the larger county schools.

            BCIU            No meeting.

              Dennis Ritter      

            PSBA          Gov. Rendell signed Act 114 of 2006 which amends school code regarding funding.

              Kay Churchman        Kutztown to receive $44,000 more, a 3.9% increase. Also on PSBA

                                website are the Ōcosting-outĶ study, background checks, budget reopening,

                                and distinguished educator program.

Policy & Curriculum   No report.

 

Personnel       Motion made by Patricia Bealer, seconded by Carl Ziegler, to approve the following personnel items:

Administrators/Supervisors:

1.   Approval of attached Act 93 salaries for School Year 2006-2007.

Teachers:

2.   Approval of Bonnie Treadway as elementary school nurse beginning School Year 2006-2007 at a salary of $38,756 as per BachelorÕs Step 2 (year 2005-2006) of the current KASD/KATA contract for non-tenured teachers. (Salary may change upon new contract agreement beginning July 1, 2006)

3.   Approval of Aaron Ashman as secondary mathematics teacher beginning School Year 2006-2007 at a salary of $42,671 as per B+15 column, step 3 (year 2005-2006) of the current KASD/KATA contract for tenured teachers. (Salary may change upon new contract agreement beginning July 1, 2006)

5.   Approval of Mary Weber as long-term substitute 4th grade teacher during John EbnerÕs leave effective School Year 2006-2007 at a rate of $93 per day for days 1-20, $103 per day for days 21-45, and the balance at bachelorÕs column, step 1, for non-tenured teachers per the KASD/KATA contract.

6.   Approval of Jennifer Erb to continue as long-term substitute 1st grade teacher during Cyndi ParkerÕs leave through School Year 2006-2007 at a salary of bachelorÕs column, step 1, for non-tenured teachers per the KASD/KATA contract.

7.   Approval of Rebecca Sharkey as long-term substitute elementary guidance counselor during Stephanie SteigertwaltÕs leave effective School Year 2006-2007 at a rate of $93 per day for days 1-20, $103 per day for days 21-45, and the balance at a salary of $37,057.

9.   Permission for administration to hire for the following vacant positions with ratification at a future board meeting:

Elementary Learning Support Teacher – Kutztown Elementary

Alternate Education Teacher – High School

Guidance Counselor – High School

LTS Kindergarten Teacher – Kutztown Elementary

LTS Language Arts Teacher – High School

Support Staff:

10. Approval of Steven Fritz as full-time 10-month/year middle school computer lab aide effective School Year 2006-2007 at a rate of $10.50 per hour.

11. Ratification of Barb Miller as part-time 12-month district business office and educational support secretary effective July 10, 2006 at a rate of $12.10 per hour.

12. Acceptance of the resignation of Susanna Brush, student-assigned aide, effective June 16, 2006.

13. Ratification of the following high school summer school teachers, salaries based on the current curriculum rate:

14. Approval of ten additional hours for Kay Gernert for brailling for the 2006 extended school year program at her current hourly rate.

15. Approval of Shannon Langer as RTI aide (paid from accountability grant) at Kutztown Elementary School at a rate of $10.05 per hour for School Year 2006-2007 only.

16. Permission for administration to hire for the following vacant positions with ratification at a future board meeting:

Secretary to the High School Principal – High School

Guidance Secretary (PT) – Middle School

NurseÕs Aide – All Elementary Schools

Classroom Aide – Middle School (not a new position)

Student-Assigned Aide – Middle School (approved new position in budget)

Long-term substitute part time IST Aide – Kutztown Elementary (Erb reassignment)

Long-term substitute student-assigned aide – Albany Elem. (1/2 year-Wendt leave)

RTI Aide School Year 06-07 (Accountability Grant) -  Greenwich Elementary

Independent    Motion made by Alan Darion, seconded by Carl Ziegler, to approve an independent study

Study               in Social Studies as attached for four students #101220, #101213, #101422, and #101503.

                        The sponsoring teachers are Tom Campbell and Karen Neas (adjunct Barry Adams).

Student            Motion made by Patricia Bealer, seconded by Kay Churchman, to adopt the proposed

Discipline        adjudication relating to student number 101538 hereby excluding the student from the Kutztown

Action              Area School District, in accordance with the terms thereof.

Kutztown         Motion made by Alan Darion, seconded by Dennis Ritter, to approve a $150 donation

Fire Company to the Kutztown Fire Company for their ongoing cooperation with the school district.

Legislative      Motion made by Patricia Bealer, seconded by Dennis Ritter, to appoint Kay Churchman and 

Policy Council                     Don Vymazal as voting delegates to the PSBA 2006 Legislative Policy Council. Meeting to

Voting              be held October 12, 2006 during the School Leadership Conference in Hershey.

Request           first grade student to attend Kutztown Elementary School instead of their ŌhomeĶ school of Greenwich Elementary provided it is not a burden to Kutztown Elementary School or transportation.
