Board of Directors Meeting

Tuesday, April 18, 2006, 7:30 p.m.

 

The Board of Directors of Kutztown Area School District met for the regular board meeting on Tuesday, April 18, 2006 at 7:30 p.m., in the library of the Senior High School pursuant to due notice to board members and the public.

Call to Order   The meeting was called to order at 7:35 p.m. by President Vymazal.

 

Welcome         President Vymazal welcomed guests and opened the meeting with a moment of silence

                        and Pledge of Allegiance to the flag.  He asked that everyone signs the attendance book and marks their concern next to their name.  He requested that anyone wishing to speak on an agenda item please raise his/her hand to be recognized. The meeting was tape-recorded.

 

Approval         Motion made by Patricia Bealer, seconded by Dennis Ritter, to approve the minutes

Of Minutes       for the March 20 and April 3, 2006 school board meetings.

TreasurerÕs     Motion made by Patricia Bealer, seconded by Kay Churchman, to accept the treasurerÕs

Report             report of the general account.

Motion carried.

 

Ratification      Motion made by Patricia Bealer, seconded by Alan Darion, to ratify for payment the

of General       general account bills in the amount of $350,943.70.

                        Motion carried.

 

Approval         Motion made by Patricia Bealer, seconded by Alan Darion, to approve for payment

of General       the general account bills in the amount of $214,854.34.

Motion carried.

 

The board concluded that the check summary shall be included in the board packets with one detailed register available at the board meetings to provide further information as needed.

 

SuperintendentÕs Report

Dr. Winkler was proud to recognize four students tonight:

     Brittni Treichler for winning 1st place and Amelia Mengel for 2nd place in the FFA Speech and  

                    Creed Competition

     Jamie Ryan – success in the District 3 swim meet and other accomplishments as a swimmer

     D.J. Traylor – Wrestling accomplishments including 100th win

Powerschool was opened to parents today as a trial run!

Legislative Conference – Special Committee at 1:00 - Tax Relief Decision

April 24th is the next Facilities Meeting at 6:00 p.m. before Policy and Curriculum

April 25th – Strategic Plan meeting at 7:00 p.m. in the high school library

Personnel       Motion made by Patricia Bealer, seconded by William Yurvati, to approve the following personnel items:

1.  Approval of the following substitute teachers effective as soon as proof of qualifications are obtained for School Year 2005-2006 at the current substitute teacher rate of $88.00 per day for days 1-20 and $98.00 per day thereafter:

                           Jill Romanies          Kristina Sullivan

2.  Permission requested to hire a secondary guidance counselor as a long-term substitute for the 2005-06 school year, MasterÕs Level, per KASD/KATA contract.

3.  Approval of Krista Keim as Head Field Hockey coach for the 2006-07 school year, per KASD/KATA contract.

4.  Approval of Shawn Katz as Assistant Volleyball coach for the 2005-06 school year, retroactive to March 14, 2006, per KASD/KATA contract.

5.   Approval of Joe Peters as a Volunteer Middle School Baseball coach for the 2005-06 school year.

All Personnel are Approved Pending the District's Receipt of All Mandated Credentials

 

 

Conference     Motion made by Alan Darion, seconded by Daniel Walter, to approve the conference

Request           request for Beth Pennebacker to attend BCIU SAP Add-On Training to be held at the BCIU at

                        a cost of $667.00.

2006 Summer Motion made by Dennis Ritter, seconded by Kay Churchman, to approve the following items

School Costs  related to the 2006 district summer school programs:

1.   High School Summer School

          Cost to Kutztown students:            $140.00/course

          Cost to out-of-district students:       $150.00/course

2.   Middle School Summer Math

          Cost to Kutztown students:              $45.00

          Cost to out-of-district students:       $300.00

3.   Pre-Kindergarten Summer Program

          Cost to Kutztown students:              $45.00

          Cost to out-of-district students:       $300.00

4.   Elementary Summer Reading/Math

          Cost to Kutztown students:              $45.00

          Cost to out-of-district students:       $300.00

5.   The high school summer school program runs Monday through Friday not Monday through Thursday as approved last meeting.

Fund                Motion made by Kay Churchman, seconded by Dennis Ritter, to approve the transfer of

Transfer          $200,000 from the 2005-2006 General Fund to the Capital Reserve Fund. Money in the

Capital Reserve Fund is restricted to the purchase of school buses or other vehicles transporting students, deferred maintenance projects, building improvements and land improvements. After the transfer the balance in the Capital Reserve Fund will be $229,084.

Audit                Motion made by Patricia Bealer, seconded by Daniel Walter, to approve Herbein and

Services         Company, Inc. to provide audit services for the fiscal years ending June 30, 2006, 2007, and

                        2008 at a cost as identified per the attached schedule.

Custodial/Art/  Motion made by Patricia Bealer, seconded by William Yurvati, to award the custodial

General           supplies, general supplies, and art supplies bids to the lowest responsible bidderd who have

Supplies bid    met the specifications as listed on the attached summary sheets.

Executive        Motion made by Patricia Bealer, seconded by Kay Churchman to have the board meet

Session           for an executive session to discuss a personnel matter at 8:55 p.m.

Motion carried unanimously.

 

                        The board reconvened at 9:10 p.m.

 

Adjournment   Motion made by Dennis Ritter, seconded by Daniel Walter, to adjourn the

                        meeting at 9:11 p.m.
