Board of Directors Meeting

Monday, October 18, 2004, 7:30 p.m.

 

The Board of Directors of Kutztown Area School District met for the regular board meeting on Monday, October 18, 2004 at 7:30 p.m., in the library of the Senior High School pursuant to due notice to board members and the public.

Call to Order   The meeting was called to order at 7:36 p.m. by President Vymazal.

 

Welcome         President Vymazal welcomed guests and opened the meeting with a moment of silence

                        and Pledge of Allegiance to the flag.  He asked that everyone signs the attendance book and marks their concern next to their name.  He requested that anyone wishing to speak on an agenda item please raise his/her hand to be recognized. The meeting was tape recorded.

Supt. Report    Dr. Winkler introduced Sara Walter and Orin Moyer, participants in this year’s Governor’s

                        School. This is a 5 week resident program of which 800 of 4000 applicants are accepted.

                        Sara participated in the area of teaching held at Millersville University and Orin studied

                        agriculture at Penn State. Congratulations on being selected for this prestigious program.

 

Dr. Winkler continued by welcoming Mick O’Neil as the new Director of Activities/Athletics and Lorraine Felker to be ratified tonight as Dean of Students of the high school.

 

Don Vymazal was recognized by PSBA for achieving 8 years of service to the district and community as a school board member.

 

The KASD Education Foundation which started 3 years ago has just passed the half million dollar mark for donations received. Donations are earmarked for scholarships, resurfacing of the track and innovative projects. Over $50,000 was given to the high school for digital cameras and equipment toward the 1:1 project. The foundation is approved through the Earned Income Tax Credit (EITC) program where companies may donate up to $100,000 per year to approved entities in lieu of paying that amount in taxes. Also, John Keiser, Jr. was just appointed as executive director of the Foundation.

 

Eric and Mark Erb gave an update on the 1:1 project. The first roll-out of laptops were to the 9th and 12th graders. John Noll and Tom Campbell taught the first lesson assigning a project on the presidential candidates. Mr. Haring commented that laptop students are constantly using the computers and study halls are much quieter.

 

 

 

 

Committee       EIT              Mrs. Bealer reported that the state is considering taking over local tax

Reports             Pat Bealer   collection. It may go to county level instead. Comments to the EIT Bureau should be

                                            made in hand–written letter form to be acknowledged. 

                        BCTC           Meet next week. Auction for student-built house was just held.

                          Jim Kramer 

                        ECC             Met last week. Band schedules and participation at other sporting events were

              Jim Kramer  discussed. Interview dates for wrestling coaches and building usage were  

                                also discussed.

BCIU            No meeting.

                 Dennis Ritter     

            PSBA          Sept. 30th meeting attended by Kay Churchman and Brenda Winkler. Act 72,

              Carl Ziegler  property tax relief to tax payers, was the hot topic. District can opt out of

                                program if it is the most beneficial choice. Info must go out to homeowners

                                and/or workshops to public must be held to educate the people on the pros and

                                cons of the program.

Policy & Curriculum   Meeting held 9/27. Three conference requests on last agenda.

  Bill Yurvati   Assessment anchors discussion let by Dr. Miller, summary in packet. Student

                    harassment policy, numeric grading and student travel discussed. Special Ed.

                    monitoring to take place 10/27 and 10/28.

Report             report of the general account.

Approval         Motion made by Dennis Ritter, seconded by Patricia Bealer, to approve for payment

of General       the general account bills in the amount of $463,295.89.

Ratification      Motion made by Patricia Bealer, seconded by Kay Churchman, to ratify for payment

of General       the general account bills in the amount of $123,479.14.

Ratification      Motion made by Patricia Bealer, seconded by William Yurvati, to ratify for

New Const.      payment the new construction account bills in the amount of $61,302.64

Personnel       Motion made by Dennis Ritter, seconded by Patricia Bealer, to approve the following personnel items:

1.  Ratification of Lorraine Felker as High School Dean of Students at a salary of $62,000 effective as soon as a replacement for her math position is hired.

2.  Approval of the following individuals as substitute teachers effective October 19, 2004         at the current substitute teacher rate:

            Chris Cronrath              Lori King

3.  Approval of the following individuals as guest teachers effective October 19, 2004 at the current substitute teacher rate:

            Diane Fitti                     Jennifer Grigalonis                Jenel Wildermuth

4.  Permission is requested to hire a head wrestling coach for School Year 2004-2005 with ratification at a future board meeting.

5.  Approval of the unpaid family medical leave of absence for Daniel Reist beginning     October 22, 2004 p.m. until further notice up to a maximum of 12 weeks.

6.  Approval of Tyonia Seng as substitute cafeteria worker effective October 18, 2004 at the current substitute cafeteria rate.

7.   Approval of Richard Angstadt as Head Softball Coach for School Year 2004-2005 at a  salary of $4,386.

                        Motion made by Carl Ziegler, seconded by William Yurvati, to approve the following personnel items:

8.  Approval of School Year 2004-2005 salary increase to $80,000 for Joe Pugliese, Business Administrator retroactive to July 1, 2004.

9.  Approval of School Year 2004-2005 salary increase to $85,688 for Dr. Geri Miller, Assistant Superintendent retroactive to July 1, 2004.

10. Approval of School Year 2004-2005 salary increase to $118,000 for Dr. Brenda Winkler, Superintendent retroactive to July 1, 2004.

Mr. Ziegler commended these administrators for their exceptional work in the past year.

Request           attend the Eastern PA Special Education Administrator’s Conference to be held

                        October 19-22, 2004 at Pocono Manor, PA for a total cost of $531.00

Revision          and adoption of the following new policy:

         #248 – Harassment (replaces policy #236 Sexual Harassment-Pupil Section)
