The Board of Directors of Kutztown Area School District met for the regular board meeting on Monday, May 16, 2005 at 7:30 p.m., in the library of the Senior High School pursuant to due notice to board members and the public.

Call to Order   The meeting was called to order at 7:39 p.m. by President Vymazal.

 

Welcome         President Vymazal welcomed guests and opened the meeting with a moment of silence

                        and Pledge of Allegiance to the flag.  He asked that everyone signs the attendance book and marks their concern next to their name.  He requested that anyone wishing to speak on an agenda item please raise his/her hand to be recognized. The meeting was tape recorded.

TreasurerÕs     Motion made by Patricia Bealer, seconded by James Kramer, to accept the treasurerÕs

Report             report of the general account.

Ratification      Motion made by Patricia Bealer, seconded by Don Vymazal, to ratify for payment

of General       the general account bills in the amount of $93,142.19.

Construction   the construction 2004 account bills in the amount of $1,118.67.

SuperintendentÕs Report

History Day – Mr. Campbell reported that this was the best year ever for Kutztown students. Four groups went on to States and two groups are going to the National competition. Mr. Smith said the middle school sent 14 groups, 8 of which placed at the top and for the second year in a row the Kutztown Area Middle School was declared Most Outstanding in the State!

TSA – Mr. Cullen noted that the conference was combined with a field trip to Falling Waters. Our students also did very well, they all placed in the top 10.

Dr. Winkler heard rave reviews about all Spring Concerts. Also the Prom went very well and was attended by approximately 350 11th and 12th graders. The students represented the school very well.

Spring Sports – Track and tennis athletes will move on to County tournaments. Baseball and Softball teams are in the county playoffs this week.

Elementary concert to be held Thursday. Greenwich Carnival scheduled for Friday.

Agriculture students gave a planter to each board member in appreciation of their dedication to the school and the students. Thank you.

Policy & Curriculum   Met April 25th. Reviewed policies:Internet Protection act, Homebound       

  Bill Yurvati   Instruction and internet use, Speech and language position and increase in

                    lodging for conferences.  Principals also recommended the Powerschool

                    software program.

 

Personnel       Motion made by Patricia Bealer, seconded by Kent Dahlquist, to approve the following personnel items:

1.  Acceptance of the resignation, due to retirement, of John Grim, elementary health and fitness teacher effective the end of School Year 2004-2005. (34 years of service)

2.  Acceptance of the resignation, due to retirement, of Linda Kemp, high school fitness teacher effective the end of School Year 2004-2005. (32 years of service)

3.  Ratification of the following substitute teachers effective May 4, 2005 for School Year 2004-2005 at the current substitute teacher rate:

          Elizabeth Remmel           Language Arts          Susquehanna University

         Richele Yeich                  Elementary                Kutztown University

         Kerri Lichtenwalner          Elementary                Kutztown University

4.  Ratification of Joyce Oswald as substitute custodian effective May 4, 2005 for School Year 2004-2005.

5.   Approval of Lynn Rodrigues as a Krapf bus driver for School Year 2004-2005.

Fleetwood       Motion made by Kent Dahlquist, seconded by Patricia Bealer, to approve the enrollment

Agriculture      of Brittni Treichler, a Fleetwood Area School District student, to attend the Kutztown Area Senior

Student            High School for the Vocational Agricultural Program beginning School Year 2005-06 through

                        School Year 2008-09. The tuition rate is based on the 2005-06 Pennsylvania Department of

                        Education Tuition Rate Calculation and will be calculated yearly, based on the new rate. This

                        student will be transported by the Kutztown Area School District embarking and disembarking

                        at an existing bus stop.

Appointment    Motion made by Patricia Bealer, seconded by William Yurvati, to reappoint Gretchen A. Diehl

Board              as school board secretary for a four-year term beginning July 1, 2005 through June 30, 2009.

Secretary        Salary for School Year 2005-2006 to be set at $1800.

Appointment    Motion made by Dennis Ritter, seconded by Patricia Bealer, to reappoint Joseph P.

Board              Pugliese as school board treasurer for School Year 2005-2006 with a stipend of $850.

Student            Motion made by Kent Dahlquist, seconded by Carl Ziegler, starting July 1, 2005, to charge Physical  school students a $5.00 fee for each medical examination required for participation on school

Charge            related athletic teams.

2005-2006        Motion made by Carl Ziegler, seconded by Dennis Ritter, to adopt the attached 2005-

KASD               2006 Kutztown Area School District tentative operating budget totaling $22,854,152 with a

Temporary      millage of 24.31 (an increase of 0.93).

Discussion Items        Act 72: May residents and teachers expressed views on Act 72, most if not all were in opposition of the Act. Speakers included Jan Allen, Kim Slick, Lou Cottone, Karen Kabakoff, Dave Swan, Claire Kempes, Renee Mantz, Carol Schulley and Steve Fritz.

                        School district Opt In to Act 72.
